The 2025 National Council of Chiefs (NCOC) will be a national program of emphasis unlike any other because it will be the first national event under the newly revised Order of the Arrow mission, vision, and purpose. In order to help the organization adapt to these new changes, the NCOC will feature specialized trainings based on three key areas of the 2025-27 OA Business Plan.
The following training pillars will serve as the foundation for the training offered at this year’s NCOC:
Waypoint
The Waypoint Pillar was founded to carry out point A1 of the 2025-27 OA Business Plan: “Broaden the reach of the OA’s brand – with an emphasis on parents and prospective members – to increase the share of OA membership within Scouting America”.
The Waypoint Committee is focused on developing trainings based on point A1 of the new OA Business Plan, emphasizing experiential learning and hands-on activities. These sessions are designed to equip lodge leaders with the tools to grow OA membership within the Scouting America program. The trainings aim to expand the OA’s visibility, with a strategic focus on engaging parents and prospective members.
Horizon
The Horizon Pillar was founded to carry out point B1 of the 2025-27 OA Business Plan: “Focus lodges on activating new members by providing an inclusive community for OA members and by promoting excitement about the Order of the Arrow and its mission, vision, and purpose”.
The Horizon Committee is dedicated to developing trainings that enhances retention through active engagement. Horizon emphasizes the importance of cultivating an inclusive environment that highlights the best of the Order of the Arrow while fostering strong connections among both new and existing members. Through their efforts, they seek to align these principles with the Order of the Arrow’s new mission, vision, and purpose, empowering delegates to bring these ideas back to their lodges.
North Star
The North Star Pillar was founded to carry out point C of the 2025-27 OA Business Plan: “Create a member journey that attracts and retains as many young people within Scouting and the Order as possible”.
The North Star Committee is dedicated to delivering experiential trainings that enhances the member’s journey within the Order of the Arrow. The goal of the North Star pillar is to equip NCOC participants with a renewed understanding of the new Arrowman experience, inspiring them through the organization’s growth and future direction.
